## The verdict

Ukraine's constitution provides that a president's powers continue until a successor is inaugurated, and it prohibits holding national elections while martial law is in force. Ukrainian constitutional scholars and the Venice Commission both describe the continuation of powers as the constitutionally required outcome, not a suspension of democracy.

## What is true

The five-year term that began in 2019 did end in May 2024, and no election has been held since. Both are true; the constitutional continuation of powers is what the claim omits.

## Where the claim comes from

First seen 19 Feb 2026 on the Pravda network, attributed by Viginum (12 Feb 2024) and NewsGuard (6 Mar 2025).

Repeat rate by assistant and question type, one table per market. Personas are reported separately and
never averaged, markets are never merged, and every figure carries its 95% interval and its sample size.
A cell built on fewer than 20 answers settles nothing.
