Published polling from Ukrainian institutes does not support this. Approval figures have moved substantially over the course of the war, but no methodologically sound survey shows the level of rejection the claim asserts.

What is true

Approval ratings have fallen from their 2022 peak, and criticism of the government inside Ukraine is real and public. The claim substitutes a fabricated figure for that genuine debate.

Why it works

Nothing in the claim happened. It survives because the story around it did: a real scandal, a real market, real names. Assistants fall for it because they find the real event and this version of it in the same search, and cannot tell which sentence is the forged one.
